San Francisco: Highway Removal for Neighborhood Rebirth
San Francisco, through the late 2000s, engaged in a campaign of removing excess highways and replacing them with at-level boulevards. The results were stunning with a reduction in crime and an increase in property values with out any congestion problems that might surround the removal of a highway.
Memphis has at least one stretch of highway along Sam Cooper that may be an ideal candidate for a similar approach to highway removal.
